Why Quotas?
Faced with tourism pressure and the difficulty residents face in finding year-round housing, several municipalities in the Var region implemented the prior authorization system provided for in Article L. 324-1-1 of the Tourism Code during the 2024–2026 period. The principle: to limit the number of furnished tourist accommodations in the municipality by capping the number of permits issued.
Three mechanisms coexist:
- Simple declaration (default, everywhere) — CERFA form No. 14004
- Registration number (high-demand areas) — required before renting out
- Prior authorization (very high-demand areas) — subject to municipal quota

Primary residences (occupied at least 8 months/year) can still be rented out anywhere for up to 120 nights/year without a quota—this is the standard “primary residence” regime.
Plan Ahead
If you purchase or inherit a property in a municipality subject to quotas, checking eligibility before the purchase has become standard practice. The review process can delay the start of operations by several months, and a rejection means the property cannot be rented out on a seasonal basis.
